Signing ceremony of Memorandum of Understanding between the Ministry of Labor - Invalids and Social Affairs of Vietnam and the Ministry of Health and Social Welfare of Korea

(LDXH) On August 28th, the signing ceremony of the Memorandum of Understanding between the Ministry of Labor - Invalids and Social Affairs (MOLISA) and the Ministry of Health and Social Welfare of Korean was held in Hanoi. The Memorandum of Understanding will set up a bilateral cooperation framework to promote cooperation activities in the field of welfare and social security, enhance the sharing and exchange of policies, and exchange experiences between the two countries.
Attending the signing ceremony, from the Ministry of Labor, Invalids and Social Affairs, there were Mr. Le Tan Dung - Deputy Minister of Labor, Invalids and Social Affairs; Ms. Cao Thanh Thuy - Deputy Director of Department of International Cooperation; Mr. Nguyen Van Hoi - Director of Social Protection Department; Mr. Ha Xuan Hung - Rector of the University of Labor and Social Affairs; Mr. Bui Ton Hien - Rector of the School to train cadres.
On the Korean Ministry of Health and Social Welfare, there was Mr. Ganglip Kim - Deputy Minister of Health and Social Welfare; Mr. Jeong-gon Seol - General Secretary of the National Council of Social Welfare; Mr. Hee-teag Lim - President of Social Protection Information Service; Mr. Sun Hun - Director of Research Institute for Human Resource Development for Health and Social Welfare; Ms. Eun-sook - Head of Strategic Planning Department, Community Fund.

Overview of the signing ceremony
Speaking at the signing ceremony, Deputy Minister Le Tan Dung affirmed that strengthening and ensuring social security, welfare for the society and people with the goal of not leaving anyone behind is one of the priorities of the UN's sustainable development goals to 2030. This is also a key task that the Government of Vietnam has been performing in recent years. The policy of the Party and State of Vietnam on social security said that "Citizens have the right to social security", "The State creates equality of opportunity for citizens to enjoy benefits of social security systems, policies to support the elderly, people with disabilities, the poor and other disadvantaged people ", expressed in many laws and decrees.

In general, the social security policies of Vietnam become more and more comprehensive, covering the basic needs of the subjects on employment, vocational training, social insurance, caring for people with meritorious services, education , health, social assistance, ... At the same time, the beneficiaries of social security policies are also gradually expanded, the level of support is increasingly higher, the opportunity to access social services is getting better.
The Deputy Minister also assessed Korea as a country with outstanding achievements in social welfare policies for decades. Social welfare services and programs for people are focused from the moment they are born and lifelong services. In addition, Korean models and policies to care for people with disabilities, the elderly, low-income people and weak groups of Korea are also very valuable models that Vietnam can learn and share experience.

In the context that Vietnam-Korea cooperation is growing stronger and stronger, with many similarities in culture and society, Deputy Minister Le Tan Dung said that strengthening and expanding cooperation between the two countries in the field of social welfare is extremely important. The Memorandum of Understanding will establish a bilateral cooperation framework to promote cooperative activities in the field of welfare and social security, enhance the sharing and exchange of policies, and exchange experiences between the two countries.

South Korea identified Vietnam as a top priority partner in the new Southern policy, taking "People" as the foundation, creating a peaceful and prosperous community. As the Deputy Minister mentioned, Korea is a very important partner with Vietnam, besides that the culture and history of the two countries have many similarities, which is a solid basis for the peaceful, equal and mutual cooperation in the future.
He also believed that the signing ceremony will be a good starting point, an opportunity for the two sides to learn, exchange and share experiences in the field of social welfare.
