Binh Dinh province: The conference about social protection policies in 2016

(LDXH) In 2nd and 3rd of December, in Quy Nhon city, Binh Dinh province, the Ministry of Labor - Invalids and Social Affairs (MOLISA) cooperated with UNICEF to hold the symposium about social protection policies in 2016 in order to evaluate the results achieved and the difficulties of social protection policies in 2016 and recent time, then propose suitable solutions for next year.

Attending the meeting were Mr. Do Manh Hung, Deputy Chairman of the National Assembly's Office; Mr. Nguyen Trong Dam, Deputy Minister of Labour - Invalids and Social Affairs, Mr. Nguyen Van Hoi, Director of Social Protection; Mr. Tran Ngoc Dien, Deputy Editor of Labour and Social Affairs Review; Binh Dinh provincial leaders, representatives of several ministries, international organizations; leadership of the Department of Labour, Invalids and Social Affairs from provincial cities, social protection centers, social work training facility in the country.
Speaking at the opening session, Deputy Minister Nguyen Trong Dam emphasized the role of social welfare policy as well as the need to keep up with the social security policies for socio-economic development. Based on these results, the Department of Social Protection, local authorities need to learn their lessons, improve their aspects on regular assistance and emergency assistance policy for coverage reach more objects timely. About extraordinary aid policy, so far, the Ministry has supported 55 thousand tons of rice, especially 13 thousand tons for 4 Middle provinces, sent documents to support the local on Tet holidays. The policies on disabled people only worked on people with serious disabilities; the decision on reducing retirement age has been considered carefully when the Elder Law was not fixed.

Mr. Nguyen Manh Hung, Deputy Chairman of the Congress office said, through monitoring and evaluation of the Standing Committee of the National Assembly, the field of social protection has made progress and focused on finishing the laws. From the perspective of a Deputy, he also appreciated the efforts of MOLISA from central to local level to spread the policies to more and more people, mobilize more resources from domestic and international organizations. However, some policies did not reach the right objects such as subsidy policies for the elderly or basic network of social protection did not match needs of objects. In the near future, the Congress office will better coordinate the implementation of social protection policies, towards building social law.

Assessing the work of social protection last time, Mr. To Duc, Deputy Director of Department of Social Protection said, the Government has given Resolution No. 01 / NQ-CP, and now has over 10 laws; 7 Ordinance and more than 30 decrees; 40 Circular, joint circulars  for guidance or contents of the legal framework and policies are the basis, a prerequisite for the implementation of social protection policies. Particularly in 2016, the Ministry of Labour, Invalids and Social Affairs built 9 legal documents, including 02 Decrees, 5 Decisions; 1 Joint Circular and 2 Circulars of the Ministry. Perform assigned tasks, the Ministry has issued the Government 1 Decree, the Prime Minister enacted 3 decisions; issued 1 Joint Circular and 1 Circular of the Ministry coordinated with the Ministry of Finance. Currently, the Ministry has submitted to the Prime Minister 2 Decisions approving the project; has been completing 2 Circulars of the Ministry.

Besides that, MOLISA has accomplished legal documents to locals to implement social assistance policies for people in difficult circumstances. As a result, until November 30th 2016, the Government has supported rice for 25 provinces, with nearly 3 million people, more than 55 thousand tons of rice, in which food aid on Tet holiday for 1.14 million people , food aid in county borders for 1.13 million; food aid due to drought for 338 074 people; food aid on hunger caused by salinization for 14 142 people; food aid by dead seafood for 348 262 people ; food aid due to flood of 500 tons of rice for Quang Binh province. MOLISA also issued the Government to maintain rice due to flood for Nghe An, Ha Tinh province in 2016 and waited for the permission. For regular social assistance policies, so far, 63 provinces and cities have implemented subsidies to the object level equal to or higher than the level stipulated in Decree 136/2013 / ND-CP and the Joint Communication 29, secured life for nearly 2.7 million objects of social protection, with funding paid nearly 15,000 billion dong/ year.

Furthermore, local authorities has synchronized policies for the elderly and the disabled people. The social protection regime for those people in the community and at the social protection centre has complied with regulations. There are nearly 1.58 million elderly people received monthly subsidize , about 10,000 of them are nurtured and taken care in social protection centre. On the implementation of Scheme 32, the Ministry has collaborated with other departments to create and issued many legal documents on specified titles, the standard code of professional titles for social work officials, the standards of social protection work, training for staffs in the Department of Labors - Invalids and Social Affair, social protection centre and social work centre,...

In 2017, MOLISA will focus on some key tasks such as: completing the proposed research policy towards the extension of the beneficiaries from social assistance; meanwhile in the period 2016-2020, accomplishing the policies for elderly people over 75 years old without pension, Government’s subsidize for people on highland, island and distance area; directing local authorities to perform social protection policies due to content of Decree 136; synchronizing policies for elderly people, disabled people, children in difficult circumstances; developing social work into a professional career through the formation of Social Work Law,...
