Support workers affected by COVID-19 pandemic from the Unemployment Insurance Fund

(LĐXH)- According to Vietnam Social Security (VSS), to implement the Resolution No. 116/NQ-CP of the Government and Decision No 28/2021/QĐ-TTg of Prime Minister, from Oct 1st 2021, VSS has urgently and actively deployed policy on supporting employees and employers affected by the COVID-19 pandemic using the Unemployment Insurance Fund.
According to the statistics from 10 of 63 provinces and cities in the first day implementation, as of 6.30PM on Oct 1st 2021: 3570 employees received more than VND 10.3 billions; 137.826 employers are entitled to the reduction of unemployment insurance premium rate from 1% to 0% for 12 months (from Oct 1st to Sept 30th 2022) which covers 4.435.184 emloyees with the amount of VND 3.470 billions.
Recording in the first day of implementing the support package in some provinces and cities, employees and employers have good review for the support package because of its humanarity, sharing, timeliness of the Vietnam National Assembly and Government.
In HCM City, nearly 3 million labourers will benefit from the unemployment insurance fund with total allowances of about 6 trillion VND (263.92 million USD), according to Phan Van Men, Director of the city Social Insurance agency.
They include employees of 84,000 businesses and those with unemployment insurance premium payment period reserved.
He said that due to COVID-19, HCM City has the number highest of unemployed labourers and labourers on unpaid leave in the country.
Along with reducing employees’ unemployment insurance premium from 1 percent of their wage funds to zero percent, the city is promptly implementing a 1.9 trillion VND (83.56 million USD) package to support pandemic-hit enterprises, he said.
Meanwhile, according to Director of the Hanoi city's Social Security Agency Nguyen Duc Hoa, more than 1.48 million employees in 83,352 units in Hanoi will receive allowances from the unemployment insurance fund.
General Director of VSS Nguyen The Manh shared that, over the past time, the COVID-19 epidemic has complicatedly developed and posed a heavy impact on many aspects of life and society, which has greatly affected employment, life, income of employees and production and business activities of enterprises.
In that context, in order to promptly solve difficulties, the Government, PM, Ministries, sectors and localities have had numerous coordinated solutions to support employees and employers to overcome difficulties, stabilize production, business and people's life.
Over the past time, the VSS has been proactive in coordinating with Ministries, sectors and localities to advise, propose and develop policies to support employees and employers affected by the COVID-19 pandemic and deploy support policies in a timely, accurate, effective and safe manner.
In which, it must be mentioned that advising on the development of Resolutions No. 68/NQ-CP, Decision No. 23/2021/QD-TTg on a number of policies to support employees and employers hit by the COVID-19 pandemic.
In order to strengthen support policies to help businesses and employees soon overcome difficulties, the VSS has continued to coordinate with relevant Ministries and sectors to research, propose and urgently submit to competent authorities for approval of implementing policies to support employees and employers of about 38,000 billion VND from the UI Fund.
In which: about 8,000 billion VND for support to reduce unemployment insurance premiums for employers; about VND 30,000 billion to support employees participating in unemployment insurance in cash.
It can be said that this is the largest package of direct cash support for employees ever. With the spirit of the highest determination, up to now, the Vietnamese social insurance industry has prepared the necessary conditions to be ready to implement this support policy for employees and employers.
He emphasized that the support package shows the Party and State's caring in the lives of employees and employers who are facing difficulties due to the COVID-19 pandemic, with a guiding view on how to deploy support in the fastest and most effective way.
Also, it clearly shows the humanity of the unemployment insurance policy, ensuring the harmony of the principle of sharing and the principle of contribution and enjoyment./.
