Minister Dao Ngoc Dung welcomed Ambassador of Japan in Vietnam

(LĐXH) On December 17th, at the headquarter of the Ministry of Labour - Invalids and Social Affairs, Minister Dao Ngoc Dung welcomed and had a meeting with Mr.Kunio Umede, Ambassador of Japan in Vietnam.

At the meeting, Minister Dao Ngoc Dung generally announced about his upcoming trip to Japan. He stated that the objectives of this trip are to meet and discuss with International Manpower Development Organization in Japan, some Japanese Unions about employment situation and the progress of transferring Vietnamese labour to Japan; visit Vietnamese people living in Japan; worked with the Ministry of  Labour and Ministry of Health of Japan to develop employment and social welfare relationship between 2 countries; prepare for working trips of leaders of  Vietnam Government to Japan in the near future.

Next, the Minister assessed the cooperation between 2 countries in recruitment, receiving Vietnamese labour in Japan,  especially in the field of nursing, midwifery and trainees. In the present, Vietnam is the second largest country in exporting labour to Japan. Vietnam has about 190 thousand university graduates who are unemployed and have the desire to work in Japan for access to technology, learning Japanese, working skills.... However, the Minister stressed that Vietnam workers need skills training to work, to prevent escape or residing illegally in Japan ...
After thanking Minister Dao Ngoc Dung for the warm welcome, Ambassador Kunio discussed about 3 basic topics of Vietnamese labour: Nursing candidates, Trainees, Vocational training. In the next time, he will work with trade promotion agencies of Japan to open some employment encounters, therefore, student and graduates can have chances to meet more companies and find jobs. Ambassador Kunio said that there were now about 72 thousand Vietnamese trainees and 60 thousand students who are working and studying in Japan. Vietnamese trainees and workers are highly appreciated for the quality of work as well as their behavior and discipline. For vocational training program, Japan is cooperating with Hanoi University of Industry, in details, Japan will deploy aid loans, provide vocational training facilities and technical cooperation in 2017.

Next, the Ambassador added that Japan's parliament passed a new draft in order to promote and expand the careers for trainees to learn and work, which will increase control and management of the organizations in receiving trainees. Accordingly, elite trainees can extend working time from 3 years to 5 years.
Minister Dao Ngoc Dung thanked Ambassador Kunio and his colleagues to have basic research and proposed helpful recommendations for sending labour from Vietnam to Japan. In the next period of time, the Minister will work with specific agencies and functional departments to  further enhance and promote these activities, attract more employees, strengthen Government management in labour exporting.....
About the issue of increasingly sending labor to work abroad, the Minister said that the Ministry will have dialogue with Vietnamese businesses which  send labour abroad to reorganize company culture, especially that all enterprise must introduce Japanese Common Law to the employees, prohibit business to take guarantee fee from workers, withdraw business license of any companies which violate the law.
On the other hand, the discussion will be focused on minimizing the number of illegal residing labor in Japan. Japanese authorized departments should strongly and strictly punish companies which use illegal workers. The Minister also hoped that both sides will adjust and re-sign cooperation agreement on sending labor in April 2017.
