Deputy Minister Dao Hong Lan attended the 16th ASCC

(LĐXH) On August 31th 2016, in Vientiane capital, Laos, the 16th Conference of ASEAN Socio- Cultural Community (ASCC) was organized with the participation of Ministers/Heads of delegations in charge of ASCC of 10 countries in ASEAN, ASEAN Deputy General Secretary Vongthep Arthakai Valvatee, ASCC senior officials and guests of the host country of Laos.
The Deputy Minister of Ministry of Labours-Invalids and Social Affairs (MOLISA) Dao Hong Lan led Vietnam delegation at the Conference.
Speaking at the opening ceremony, Prime Minister of Laos Thongloun Sisoulith appreciated the efforts of the ASEAN Socio-Cultural Community (SCC) in recent years with the implementation of the Master Plan 2025 and promotion of the Community priorities. Accordingly, this Conference was extremely important because the results of the Community activities will be reported to the ASEAN leaders at the ASEAN Summit. The 28th Prime Minister of Laos appreciated and expressed confidence that the documents of the Community this year with a focus on vulnerable groups will contribute to build an ASEAN society of caring and sharing as objectives of the Master Plan mentioned before.

Immediately after the opening ceremony, the ministers have jointly reviewed the documents, the Declaration to be submitted to the ASEAN Summit, the 28th recorded, passed and signed, including: (i) Vientaine Declaration on Transition from informal employment to formal employment towards sustainable employment in ASEAN; (Ii) Vientaine Declaration on Strengthening Cooperation on Cultural Heritage in ASEAN; (Iii) ASEAN Declaration on  ‘’An ASEAN a common reaction: The general response to the disaster in the ASEAN region and beyond’’; (Iv) ASEAN Joint Statement on Biological Diversity for the 13th meeting of the Conference of Parties to the Convention on Biological Diversity (2016); (V) ASEAN Declaration on Promoting education for children and youth outside of school; (Vi) ASEAN Joint Statement on Climate Change in 2016 the 22nd Conference of the Parties to the UN Framework Convention on Climate Change; and (vii) the ASEAN Joint Declaration of commitment on HIV and AIDS: Overall capabilities to fight against HIV / AIDS in order to end the AIDS epidemic in 2030; Bandar Seri Begawan Declaration on Culture and the Arts to promote a dynamic and harmonious ASEAN Community, an ASEAN Roadmap towards trans boundary  haze  pollution Control, a major milestone in solving haze pollution problems which are trans boundary in the areas affected.
The Ministers have issued together a joint declaration which reaffirmed their commitment to encourage specialized agencies to implement the joint efforts of the Community, particularly the deployment of the Declaration in the near future.

At the Conference, the leader of Vietnam Delegation, Deputy Minister of MOLISA Dao Hong Lan was delighted to see ASEAN Socio-Cultural Community has begun to implement the Master Plan 2025 and Working Plan. She also confirmed that Vietnam will continue to respond to the initiative and efforts of ASEAN by actively implementing the priorities in the field of labour, employment, promotion and protection rights of migrant workers; gender mainstreaming and protection of women's rights; promoting and protecting the right to have a nationality of women and children; encouraging the economic participation of older people; Children ASEAN forum to strengthen the participation of children and promote the implementation of children's rights ...
Besides that, Vietnam is actively deploying the ‘’Project for implementing objectives of ASEAN Socio-Cultural Community  in 2025‘’ to promote the effective implementation to the targeted objectives at national level until 2025. By the end of 2016, all Ministries, Departments related to ASEAN SCC in Vietnam, big cities and provinces under Central will complete their action plan and allocate their resource to implement at the lower levels. This activity is important to perform the objectives of the ASEAN Community in the local communities in order to raise awareness and quality of life for the people of Vietnam for an inclusive, sustainable, self-reliant, dynamic and beneficial ASEAN SCC to all people.
